PURPOSE OF CLASSIFICATION


 

The purpose of this classification is to serve as a workforce development and existing industry project manager and report to the Chief Executive Officer (CEO) and to the Board of Directors of the Development Authority of Bryan County (DABC). This employee will be expected to devote his or her time to economic development and the objectives of the DABC.

 



ESSENTIAL FUNCTIONS


 

The job will include performing duties essential to the operational success of the DABC to include, but not limited to, the items below:

 

Conduct an ongoing outreach and visitation program of all industries (to include a face-to-face survey with each industry annually).

 

Coordinate industry appreciation events at least twice annually.

 

Maintain an accurate database of industry contacts, including newly hired, promoted, or relocated industry executives.

 

Responsible for data collection, research, development, and production of presentations and publications that promote existing industry and workforce development.

 

Work with industry to identify needs and assist in developing appropriate programs, training services, and other resources for hiring and maintaining a quality workforce.

 

Serve as an advocate and assist industry in introducing and accessing the many resources and services of the workforce development system, and provide referrals to partners and other community agencies when appropriate (to include but not limited to Bryan County Schools; area technical colleges, colleges, and universities; the Georgia Department of Labor; Fort Stewart and Hunter Army Airfield soldier transition offices; WorkSource Coastal, etc.).

 

Engage Bryan County’s existing industries through creating and implementing strategies and action plans to meet employee recruitment, retention, and training needs, as well as introducing workforce development services.

 

Participate and support outreach and recruitment efforts by promoting and publicizing training classes/workshops, including staffing and/or presenting at job fairs and community events. Assist with the coordinating and implementation of community job fairs.

 

Attend board meetings and other DABC functions as requested by the CEO. Work with other staff to ensure all reports/attachments are prepared for board meetings and functions as necessary.

 

Inform CEO of work progress and conflicts of all activities and projects.

 

Maintain self-motivation and ambitious work schedule; position will be expected to produce work drafts under tight deadlines with little to no direction that will be submitted to the CEO and reviewed and modified as necessary.

 

Work as a team player with other staff members.

 

Abide by the adopted personnel policy.

 

Maintain confidentiality of privileged information at all times.

Punctuality and attendance are essential.

 

Professional behavior is expected in the workplace and at all work-related functions.

 

Position may occasionally require overnight travel, as well as after-hours (outside of Monday – Friday, 8:00 AM to 5:00 PM) participation in meetings and events.

 

ADDITIONAL FUNCTIONS

 

Perform other duties as instructed by the CEO. These duties will be within reason and within appropriate boundaries.

 

This position will be effective ______________________and will consist of a 12-month probationary period. A review will be administered annually. Pay increases will be contingent upon satisfactory work and budget approval and constraints.

 



MINIMUM QUALIFICATIONS


 

Bachelor’s degree required (with emphasis in Business Administration, Marketing, or Economic Development preferred).  Candidates with experience in project management, economic development, workforce development, and/or existing industry experience are preferred. Microsoft Office proficiency is required. Must possess and maintain a valid Driver’s License or be able to secure same within 45 days of employment. 

 

MINIMUM REQUIREMENTS

TO PERFORM ESSENTIAL JOB FUNCTIONS

 

PHYSICAL REQUIREMENTS: Must be able to operate a variety of automated office equipment, including telephone, typewriter, computer, printer, calculator, copy and facsimile machines, shredder, postage meter, and transcriber. Physical demand requirements are at levels of those for sedentary work.

 

DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things, which may include manuals, blueprints, plans, drawings, plats, deeds, records, forms, and reports.

 

INTERPERSONAL COMMUNICATION: Requires the ability to speak with and/or signal people to convey or exchange technical and management information, including giving assignments and/or direction to co-workers or assistants, as well as communicating with elected officials and the general public.

 

LANGUAGE ABILITY: Requires ability to read a variety of construction and engineering-related documentation, directions, instructions, and methods and procedures. Requires the ability to write and complete reports and forms with proper format, punctuation, and spelling and grammar using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.

                                             

INTELLIGENCE: Requires the ability to learn and understand relatively complex construction and engineering-related principles and techniques; to understand department policies and procedures; to make independent judgments in absence of supervision; and to acquire and be able to expound on knowledge of topics related to primary occupation.

 

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas, add and subtract, multiply and divide totals, calculate decimals and percentages, interpret graphs, and determine time and weight.

 

FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment, which may include level and transit, measuring wheel, and ruler.

 

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using automated office equipment, recording equipment, and to operate motor vehicles.

 

MANUAL DEXTERITY: Requires the ability to handle a variety of items, automated office equipment and recording equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

 

COLOR DIFFERENTIATION: Requires the ability to discern color.

 

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under considerable stress when confronted with an emergency.

 

PHYSICAL COMMUNICATION: May require the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
